International Student Association 2017 Constitution

ARTICLE I. NAME OF THE ORGANIZATION

Section 1. This organization shall be known as International Student Association or ISA.


ARTICLE II. PURPOSE

Section 1. The purpose of this association shall be to foster a greater understanding among the students of all nations attending Texas A&M University (TAMU) without any bias to any particular ethnic, sexual, religious, or political cause.

Section 2. To initiate, promote, and support academic, athletic, cultural, and social activities to stimulate the participation and interaction between international students, the students at TAMU, and the Bryan/College Station community.

Section 3. To serve as the liaison among TAMU administration, and organizations such as Student Government Association, Memorial Student Center Council, Graduate and Professional Student Council, and the WorldFest Council, etc., for the needs and interests of international students and International Student Council.

Section 4. To coordinate and/or support activities planned and/or initiated by or with recognized international organizations.

Section 5. To help form new student organizations of any country whenever the need arises.

Section 6. To assist in welcoming and providing assistance when needed year round to international students to TAMU through the coordination with the Office of International Student Services and/or the International Student Mentor Association.

Section 7. To coordinate or assist co‑programs/co‑sponsorships with other student organizations at TAMU and associations of the Bryan/College Station (B/CS) community.

Section 8. Establish the hub of communication among and between all internationally affiliated organizations.

Section 9. Assist in guiding prospective members toward desired organizations.

Section 10. Facilitate discussions on Student Body issues and legislation in order to bring to and insure adequate representation of the International Community in the Student Senate.

Section 11. Maintain an updated website and calendar of activities/events/happenings of importance to the International Community and Student Body.


ARTICLE III. EXECUTIVE COMMITTEE

Section 1. Officers of the Executive Committee

  1. The officers of this organization must meet the following requirements:
    1. Have a minimum grade point ratio (GPR) as stated below and meet that minimum GPR in the semester immediately prior to and the semester of election/appointment and semesters during the term of office.
    2. For undergraduate students, the minimum GPR is 2.5.
    3. For graduate students, the minimum GPR is 3.0.
    4. Be in good standing with the university and enrolled.
  2. The student shall be ineligible to hold an office should the student fail to maintain the requirements as prescribed in 1.1–1.4.
  3. The Executive Committee can appoint an interim officer in the event that an executive position is left vacant after the elections process.
  4. Under special circumstances, volunteers can be appointed to be members of the Executive Committee by the Electoral Committee.

Section 2. Duties of the President

  1. The President shall be the chief executive of ISA. The President’s primary responsibility is to implement the recommendations of the International Presidents’ Council and to act as the chief representative of international students at TAMU. This function may be delegated, when appropriate, to other members of the Executive Committee.
  2. Responsible for the coordination of Executive Committee affairs through either personal involvement or appointment.
  3. Responsible for presiding over meetings of the President’s Council and the Executive Committee. The President may delegate this function to other officers of the Executive Committee, when appropriate. In the absence of the President, the Vice‑President of Operations assumes this responsibility.
  4. Responsible for directing committees toward organizational goals.
  5. Responsible as the primary organizer of International Week.
  6. Appoint representatives to student councils, task forces, and committees as deemed necessary.
  7. Review forms, as needed.
  8. Serve as the official representative to the MSC Board of Directors, SBP President’s Council, President’s Inclusion Council, and Office of Academic Affairs.

Section 3. Duties of the Vice‑President of Operations

  1. Facilitate the President’s Council in collaboration with an ISA advisor, including:
    1. Maintaining the President’s Council listserv.
    2. Creating and distributing meeting agendas.
    3. Reserving rooms for meetings.
    4. Communicating important information discussed in the President’s Council to the ISA Executive Committee.
  2. Appoint a Logistics Committee. In coordination with the President, maintain administrative and logistical matters critical to the functioning of the organization, including:
    1. Creating and distributing meeting agendas.
    2. Creating and keeping a record of meeting minutes.
    3. Reserving rooms for meetings.
  3. Prepare and maintain lists of officers, directors, and chairpersons.
  4. Appoint Internal and External Programs officers and oversee events such as I‑Week.
  5. Present programs for approval to the Executive Committee.
  6. Appoint a Communication/Information Committee, responsible for:
    1. Communicating with community groups, media, and Texas A&M administration.
    2. Maintaining the listserv and all contact information for official ISA business.
  7. Appoint an IT/Website committee, responsible for maintaining the ISA website with current information.
  8. Appoint a Promotions committee, responsible for:
    1. Coordinating and supervising all publicity work for ISA and other international student organizations.
    2. Creating promotional media such as videos, photographs, and flyers.
    3. Ensuring promotional material appropriately represents ISA.
    4. Promoting ISA activities and events, reviewing materials, and distributing via social media/website.
  9. Follow up with officers on the Operations Committee and report information to the Executive Committee.
  10. Appoint and oversee an Electoral Committee to coordinate elections, subject to Executive Committee approval.
  11. Execute all duties assigned by the President and report directly to the President.

Section 4. Duties of the Vice‑President of Advocacy

  1. Create and oversee the Advocacy Committee.
  2. Coordinate the gathering and dissemination of information to increase awareness of international student issues.
  3. Establish and maintain communication with university officials, the student body, on‑ and off‑campus organizations, and the B/CS community.
  4. Appoint and oversee the official ISA representatives to the Student Government Association, Brazos Valley WorldFest, and the Graduate and Professional Student Council.
  5. Remain in contact with the Student Senate representative and provide feedback from international students.
  6. Liaise with officers from other international organizations as ISA’s representative.
  7. Assist in forming new country‑specific student organizations upon request.
  8. Execute all duties assigned by the President and report directly to the President.

Section 5. Duties of the Vice‑President of Finance

  1. Maintain a record of all financial transactions and make all duly authorized payments.
  2. Report the financial status of ISA to the Executive Committee.
  3. Submit a proposed budget to the advisors for the upcoming year after Executive Committee approval.
  4. Create and oversee the Sponsorship Committee.
  5. Create and oversee the Grant Committee.
  6. Execute all duties assigned by the President and report directly to the President.
  7. Ensure all funds are deposited and disbursed through the Student Organization Finance Center and/or Fiscal Office within 24 hours of collection, with advisor approval.

ARTICLE IV. ADVISORS

Section 1. ISA shall have at least two advisors as required by Texas A&M student organization regulations.

Section 2. At least one advisor must be a staff member in the International Student Services Offices at TAMU.

Section 3. Advisors approve expenses and advise ISA on constitutional, diplomatic, and other matters.

Section 4. Advisors may attend Executive Board and IPC meetings.

Section 5. Advisors must be consulted on all official matters and correspondence.


ARTICLE V. ELECTIONS

Section 1. Eligibility for Office

  1. Must meet officer eligibility requirements (Article III, Section 1).
  2. Must have served as an ISA officer for at least one previous semester, unless no officer runs.
  3. Undergraduates: 2.5 GPA; Graduates: 3.0 GPA; must maintain throughout term.
  4. Only the President is elected; other Executive Committee offices are appointed.
  5. Officers may serve a maximum of two consecutive years in the same position.

Section 2. Voting & Appointment Criteria

  1. Only members vote by secret ballot; proxy votes are not permitted.
  2. Presidential candidates must declare two weeks before elections; names posted one week prior.
  3. Elections are held in April unless otherwise decided.
  4. Electronic voting remains open for two days; the Electoral Committee declares the winner.
  5. President-elect serves a transition period until the following summer semester.
  6. The President appoints the VPs of Operations, Finance, and Outreach; these VPs then oversee other appointments, subject to advisor approval.

Section 3. Electoral Committee

  1. Composed of the President, VP of Operations, and advisors (with alternate VPs if needed).
  2. Supervises the election process and verifies candidate eligibility.

Section 4. Promotions

  1. Officers, members, and volunteers may be promoted or demoted based on performance.
  2. The Electoral Committee makes all promotion appointments.

ARTICLE VI. PROBATION, IMPEACHMENT, AND REMOVAL

Section 1. Probationary Period

  1. Officers may be placed on probation for failing to fulfill duties or violating Aggie Core Values.
  2. Probation length varies; after probation, the President and advisors decide; the officer has five business days to respond or request a hearing.

Section 2. Impeachment & Removal

  1. Officers may be removed for:
    1. Failure to uphold duties.
    2. Misconduct when representing ISA.
    3. Misuse or misappropriation of funds.
    4. Failure to meet attendance requirements.
    5. Violation of the Aggie Code of Honor.
    6. Any additional deemed offenses.
  2. Removal requires a formal written motion, delivery of charges, investigative committee review (advisors, President, VP of Operations), and a five‑business‑day response/hearing period.

ARTICLE VII. AWARDS

Section 1. Award Privileges

  1. The Executive Committee may award:
    1. Special awards/recognition to officers, members, volunteers, and students for outstanding service.
    2. Awards to international/cultural student-led organizations for service during I‑Week.

Section 2. Types of Awards

  1. ISA Awards to officers, members, and volunteers:
    1. Outstanding Officer Award.
    2. Certificates of Appreciation.
    3. Outstanding Leadership Award (President).
  2. I-Week Awards:
    1. Outstanding International Student Organization of the Year (may include up to $100 prize, subject to fund availability).
    2. Certificates of Participation.
  3. Awards based on a point system (2 points per hour of participation); decisions by Award Committee; no appeals.
  4. Presented at ISA’s end-of-year formal banquet.

ARTICLE VIII. AMENDMENTS, RATIFICATION, AND BY-LAWS

Section 1. Amendments may be made as needed.

Section 2. Amendments require a majority vote of the Executive Committee.

Section 3. The Constitution is submitted annually for review and approval to the Department of Student Activities, Division of Student Affairs.

Section 4. The Constitution Review Committee consists of the President, VP of Operations, and an advisor.
